The outpost, which falls under Sakra police station, has two rooms on each floor and a lockup. Perhaps the first of its kind in the state, the structure is not merely a comfortable workplace for the 18 policemen, including the three sub- inspectors, deployed there. It is an edifice to the villagers' realisation that they were as much responsible for the men in khaki as these keepers of the law were for their safety. The villagers raised more than Rs 3 lakh for the concrete structure that replace the thatched, run- down building from which the outpost used to function. The Bariyarpur outpost, 35 km from the district headquarters, was set up in 1988 to keep local criminal gangs in check. However, the headquarters apparently never spared a thought for the infrastructure required. The situation worsened about five years ago after criminals massacred residents in the Sukki village nearby and more men were deployed at the outpost. Bariyarpur headman Dhanoj Kumar said: " Though the number of men at the outpost swelled, the headquarters did not construct any building. They said their hands were tied because of the lack of funds." Kumar said the villagers' requests for a new building for the outpost fell on deaf ears.
" There was also a problem of land acquisition in the thickly populated panchayat," the headman said. It was then that villagers decided to pool in their resources and have a new outpost building constructed. " The villagers volunteered to donate according to their economic condition," Kumar said. Many contributed in kind. " The owners of local brick- kilns provided bricks, while there were others who donated cement bags," Kumar said. The local policemen, too, pitched in. " It was a fine example of police- public cooperation," Kumar said. However, with building costs continually rising, the work had to be taken up in phases. Some work is still pending. " Work on the boundary wall and applying plaster on external walls will be undertaken in the next phase," the headman said. But no compromise has been made on the building's strength. " It can withstand any attack by the criminals," Kumar said. Bhola Kumar Singh, in- charge of the police outpost, said they were " working in better conditions now". The Bariyarpur example is perhaps worth emulating when poor infrastructure is plaguing the police across the nation.
